This case involves the validity of a 1985 ordinance authorizing an exchange of lands between the borough and its tax assessor Guercio. In our earlier opinion, Finn v. Mayor and Council of the Borough of Norwood, 227 N.J.Super. 69, 545 A.2d 807 (App.Div.1988), we remanded for additional findings and proceedings. The 1985 assessed value of the lots to be conveyed to the borough by Guercio was to be determined on *232remand.
