On May 19, 1989, petitioner Kevin Wilson was charged by Superseding Indictment with conspiring to distribute cocaine and cocaine base in violation of Title 21 U.S.C. §§ 846 and 841(a)(1). He was convicted of this charge by a jury on June 1, 1990. On April 16, 1991, petitioner was sentenced to 360 months incarceration to be followed by five years supervised release.
