This matter involves consolidated appeals from the July 7, 2017 order of the Court of Common Pleas of Philadelphia County (trial court) affirming the decision of the City of Philadelphia's (City) Zoning Board of Adjustment (ZBA) which: (i) upheld the issuance of a subdivision permit which approved a lot line adjustment resulting in the division of one lot into two lots; (ii) denied an objector's request to amend its appeal to include a challenge to the zoning permit issued for the second lot resulting from the subdivision; and (iii) sustained an objector's…
