The long history of this Winstar-related case can be briefly summarized as follows: In Hometown Fin., Inc. v. United States, 53 Fed.Cl. 326 (2002) (“Hometown I ”) the court ruled on partial summary judgment that a *514contract existed between the government and the plaintiffs, Hometown Financial, Inc. (“HFI”) and Continental Financial Holdings, Inc. (“CFH”).
