On May 5, 1936, the board of common council of the city of Russellville, Ky., a municipal corporation of the fourth class, adopted an ordinance authorizing the issuance and sale of funding bonds of the city of Russellville in the aggregate sum of $16,000, the proceeds thereof to be used and applied to the payment of an outstanding floating indebtedness of the city in a like amount, which indebtedness is represented by the warrants of the city, and accumulated over a period of time beginning’ with tbe year 1932 and extending up to tbe date of tbe…
