MEMORANDUM OF DECISION AND ORDER

On February 20, 2008, the plaintiff Peter Solomon (the “Plaintiff’), a former pre-trial inmate at the Nassau County Correctional Center, commenced this action against Nassau County (the “Defendant”) under federal and state law, seeking damages for physical and emotional injuries that occurred when he was allegedly bitten by a rodent in his jail cell. Presently before the Court is a motion by a non-party, the Department of Veterans Affairs (the ‘VA”) to quash subpoenas for the testimony of two of its employees who have treated the Plaintiff…
