Larry Rodgers and W.L. Rodgers Associates (Rodgers)1 appeals from a decision of the Court of Common Pleas of Westmoreland County (trial court) that denied his motion for summary judgment and granted a motion for summary judgment in favor of West-moreland County (County).
Rodgers owns a property tax consulting firm that provides services to residential, commercial and industrial property owners in Pennsylvania and Ohio.
