MEMORANDUM OPINION

Plaintiff, WildEarth Guardians, brings this action against Defendant, Ken Salazar, Secretary of the Interior, 1 pursuant to the Administrative Procedure Act (“APA”). 5 U.S.C. § 701 et seq.
