Plaintiff, General Electric Company (“GE”), moves pursuant to Rule 56.1 of the Rules of this Court for judgment on the agency record alleging that the Department of Commerce, International Trade Administration’s (“ITA”) failure to act on GE’s application for access to business proprietary information under an administrative protective order (“APO”) denied GE a meaningful opportunity to participate in the administrative review at issue in this case.
