OPINION
DUHE, District Judge.
A celebrated observer of American government once wrote “[sjcarcely any political question arises in the United States that is not resolved, sooner or later, into a judicial question.” de Tocqueville, Democracy In America 280 (1956 ed.). The validity of that comment, penned more than one hundred and fifty years ago, is demonstrated by this case. This Court is called upon to resolve a suit brought by the State of Louisiana against the United States, the Secretary of the Interior, the Director of the Minerals Management Service (collectively “Federal Defendants”),…
