In this termination of parental rights case, a mother asks us to reduce to a simple formula the multifaceted statutory criteria for termination, and to hold that the trial court improperly shifted unto her the burden of proving her qualifications as a parent. Petitioner Cathy F. (“Ms. F”) is the parent of Respondents Amber R. and Mark R. (the “Children”), who have each been adjudicated to be a Child in Need of Assistance (“CINA”)1 by the Circuit Court for Baltimore City.
