SpawGlass Construction Corporation (SpawGlass) appeals from a summary judgment granted to the City of Houston (City) on its cross-motion for summary judgment in appellant’s suit for declaratory judgment. Appellant filed suit seeking a declaration of its rights in the City’s award of a construction contract to the low bidder on a renova tion project to a building, known as the 611 Walker project.
