delivered tbe following opinion:

This is a libel in rem for damages resulting from an alleged breach of contract by which the owners of the Rochelie are said to have employed the complainants as their agents for the handling of the ship Rochelie at San Juan. Libellants claim that this employment was made March 5, 1915, and that they made a preliminary entrance, giving bond, made public announcement of consignment of the ship to them, and made all preparations for attending to their duties as such.
