ORDER

This case 1 came before the Supreme Court on September 24, 2007, based on an order directing the parties to appear and show cause why the issues raised in this appeal should not summarily be decided. After reviewing the parties’ memoranda, we conclude that cause has not been shown. For the reasons set forth below, we deny the appeal. 2
