The appellants contend that a change in the zoning regulations enacted while litigation in respect of the use of the appellants’ properties under the former regulations was pending was illegally passed and violated their constitutional rights. Consideration of the issues involved requires a statement of the nature and status of the litigation which was pending when the change was enacted and the manner in which the regulations were changed.
