PRADO, Circuit Judge:

On December 12, 2001, a Texas state jury found Petitioner-Appellant Scotty Harrison (“Harrison”) guilty of sexual assault. Harrison received a mandatory life sentence because the jury also determined that he had been previously convicted of sexual assault. See Tex. Penal Code Ann. § 12.42(c)(2)(A)® and (B)(ii). Harrison unsuccessfully challenged his conviction in the state courts. Having exhausted all avenues of relief in the state system, Harrison filed a federal petition for a writ of habeas corpus under 28 U.S.C. § 2254, alleging ineffective assistance of counsel.…
