OPINION

HOLLIS HORTON, Justice.

This is an appeal from an order granting a temporary injunction requiring the Texas Workers’ Compensation Commission (“TWCC”) to reinstate Dr. Merrimon Baker to its list of approved physicians. The TWCC asserts its statutory right to appeal from orders granting temporary injunctions. See Tex. Civ. Prac. & Rem.Code Ann. § 51.014(a)(4) (Vernon Supp.2005).

Stan Horton, a resident of Jasper County, Texas, sued his employer’s compensation carrier. Horton alleges he injured his back in the course and scope of his employment with a subscriber under Texas’s workers’…
