This was a special tax proceeding brought by the city of Ottawa in the county court of LaSalle county for paving with brick several streets in that part of the city lying south of the Illinois river. On the hearing of legal objections the court ordered the roll re-cast, eliminating all non-abutting property taxed in the proceeding, and directing that the tax on two of the lots, known as the public square, be assessed against the city.
