The City of El Paso brings this suit for judicial review of an order of appellee Public Utility Commission of Texas (the “Commission”) in Docket No. 8018. See Tex.Public Util. Comm’n, Inquiry into the Bate Case Expenses of El Paso Electric Company and the City of El Paso in Docket Nos. 7⅛60 and 7172, Docket No. 8018, 17 Tex.P.U.C.Bull. 645 (Sept. 20,1991).
