Petitioner Edward Charles Pickens appeals from a final judgment entered in the United States District Court 1 for the Eastern District of Arkansas denying his second petition of "writ of habeas corpus. Pickens v. Lockhart, 802 F.Supp. 208 (E.D.Ark.1992).
