COVINGTON, Judge.

The St. Louis Board of Police Commissioners (hereafter “Commissioners”) appealed a final decision of the Missouri State Board of Mediation (hereafter “Board”) to the Cole County Circuit Court. The circuit court confirmed the Board’s decision. In this court the Commissioners allege the Board erred in its decision that civilian employees of the police department are not “police” within the meaning of § 105.510 1, in certifying respondent Civilian Personnel Division (hereafter “CPD”) as a public employee representative, and in failing to exclude from the bargaining unit certain…
