SCHALL, Circuit Judge.
Lloyd H. Holmes appeals the April 4, 1994 decision of the Merit Systems Protection Board (Board) in Docket No. PH-0752-89-0485-X-2. Holmes v. Department of Veterans Affairs, 61 M.S.P.R. 497 (1994). In its decision, the Board dismissed Holmes’s petition for enforcement of a settlement agreement between him and the Department of Veterans Affairs (VA or agency).
