Counterplaintiff-appellee, Superdawg Drive-In, Inc. (Superdawg), brought an action seeking injunctive relief and damages against counterdefendant-appellant, the city of Chicago (the city), resulting from the city’s erection of a steel and concrete barrier which blocked alley access to Superdawg’s parking lot.
