Appellee brought this action pursuant to 42 U.S.C. § 1983, alleging violations of his Fourth and Fourteenth Amendment rights by the appellant police officer’s use of excessive force and unauthorized arrest of appel-lee. The events underlying this action begin in the parking lot of Andy’s Short Stop, a gas station-convenience store in Crocker, Missouri, on the night of August 15, 1990.
