| .¿Appellants, State of Louisiana, Louisiana State Police, Video Gaming Division (the Division), and Louisiana Gaming Control Board (the Board), appeal the trial court’s judgment on judicial review, which reversed the Board’s decision to revoke the three licenses for video draw poker devices granted to appellee, the Guarisco Company, Inc.
