(dissenting) : The prevailing opinion presents a fair synopsis of the governing statutes and, to my mind, they compel a different conclusion than has been reached. ■ The earlier ' acts related’ to the regulation of warehouses, elevators, and granaries in which grain was stored. In 1897 a radical change was made in the law when the legislature created a department for the inspection and weighing of grain and which made inspection wholly a state affair.
