Bandag Incorporated (Bandag), an Iowa corporation with its principal place of business in that State, seeks herein declaratory relief, naming as defendants Andrew J. Saliga and Alice G. Saliga, citizens of Maryland, doing business as “Andy’s Tire & Battery Service” (the Saligas).
