Appellant, who' owns land in Cotton Belt Levee District No. 1, hereinafter referred to as the district, brought this suit against the' directors of the district, to restrain them as such directors from issuing and delivering bonds of the district in payment of, rights-of-way required for the relocation of certain parts of the system of levees Avithin the district.
