In 1992, petitioner was convicted of four counts of criminal possession of a controlled substance in the first degree, criminal possession of a controlled substance in the third degree and conspiracy in the second degree. Petitioner was sentenced to an aggregate term of incarceration of 881/3 years to life imprisonment. The Presentence Investigation Report (PSI) of petitioner revealed that he was the direct link to the Cali cartel, a drug cartel headquartered in Colombia.
