On July 25, 1961, Virginia P. Orphant fell and was injured while working as a volunteer without pay at the St. Louis State Hospital. She filed a claim for compensation under the Workmen’s Compensation Law, naming as her employer the St. Louis State Hospital. The Answer to said claim was filed by a Special Assistant Attorney General of Missouri as attorney for “Milton Carpenter, State Treasurer, Custodian of Second Injury Fund”, and said Answer alleged that “St. Louis State Hospital — Division of Mental Health (sic), State of Missouri, * * * states that…
