MEMORANDUM OPINION

To resolve a dispute arising under an agreement between the Plaintiff International Technologies Integration, Inc. (“ITI”) and the Defendants the Palestine Liberation Organization (“PLO”) and the Palestinian National Authority (“PNA”), ITI commenced arbitration by filing a Demand for Arbitration with the American Arbitration Association (“AAA”) and forwarding copies of the Demand by both registered mail, return-receipt requested and facsimile to the PNA’s president and two ministers.
