Plaintiff Phillippe Lefebvre filed a putative class action suit against defendant Southern California Edison (Edison). In his second amended complaint, Lefebvre alleged that Edison fraudulently enrolled ineligible customers in the California Alternate Rates for Energy (CARE) program, which provides rate assistance to low-income electricity and gas customers.
