MEMORANDUM OPINION
COLLEEN KOLLAR-KOTELLY, District Judge.
Plaintiff Pearl Gaither (“Plaintiff’), the representative of the estate of Mikal R. Gaither (“Gaither”), brings this action against the District of Columbia and a series of Individual Defendants seeking damages in connection with Gaither’s fatal stabbing while he was incarcerated pending sentencing at the District of Columbia’s Central Detention Facility.
