In this action the plaintiff, James Murphy, a former lieutenant in the Chicago Police Department, sought issuance of a writ of mandamtis to compel payment of his salary for the period of his suspension from the department. Defendants in the suit were the Chicago Police Board and the following city officials: James Rochford, who was then superintendent of police, Clark Burras, city comptroller, and Joseph Bertrand, city treasurer.
