dissenting:—In order to determine whether the Municipal Court for the City of Wilmington had jurisdiction of the offense charged against the plaintiff in error, it is necessary to make a close examination of the several provisions of the Constitution, vesting judicial power in the state, with a view to ascertaining the true intention of the framers in the establishment of our judicial system.
