OPINION

KELLEHER, Justice.

The single but significant issue presented by this controversy is whether a Family Court justice can grant relief to the plaintiffs, the adoptive parents of a daughter who was eight years old in 1983 when the decree of adoption was entered in the Family Court. The gist of the parents’ complaint is that the adoption decree was procured by the fraudulent conduct or misrepresentations of certain representatives of the Department of Children and Their Families (DCF).
