ELLETT, Justice:

The mother of the children named above appeals from an order of the Juvenile Court which deprived her permanently of all parental rights to her children. The order was made after a hearing pursuant to Section 55-10-109(2), Utah Code Annotated 1953 (as amended 1973 Pocket Supplement) .

The statute1 provides as follows:(1) The court may decree a termination of all parental rights with respect to one or both parents if the court finds:(a) That the parent or parents are unfit or incompetent by reason of conduct or condition seriously detrimental to the child; or(b) That the parent…
