The City of El Paso has brought this accelerated appeal from an order denying its plea to the jurisdiction. For the reasons that follow, we affirm.
FACTUAL SUMMARY
The Coronado Country Club, built in the 1950’s, is located on the west side of El Paso, Texas. Developers filled large natural arroyos 1 passing through and near the country club and constructed an earthen diversion dam to reroute and drain water into a smaller arroyo (Arroyo 8B) to the south.
