Appellants were charged with 17 counts of cruelty to animals, one count of violating a zoning ordinance, and three counts of violating a business license ordinance. The basis for the charges were allegations that appellants, without the benefit of a business license, operated a pet store at a location not zoned for commercial use and then abandoned a number of animals without food or water.
