In this appeal, we consider whether Oklahoma deprived a state inmate of his constitutional right of meaningful access to .the courts by failing to provide requested legal materials.1 The Plaintiff-Appellant, Rick Dean Petrick (“Petrick”), an inmate at the Oklahoma State Penitentiary (“OSP”), filed this pro se civil rights action pursuant to 42 U.S.C. § 1988.
