The question involved in this case is whether or not subdivision 7 of section 4 of article 2 of the Traffic Ordinances of the City of Binghamton, as adopted by the common council of the city of Binghamton on November 22, 1926, which reads as follows: “ The Commissioner of Public Safety is authorized to post by legible signs marked 1 Stop ’ any street approaching a congested street intersection.
