FACTS AND PROCEDURAL HISTORY

¶ 1. Karl Merchant works as a detective with the Meridian Police Department and was assigned to the East Mississippi Drug Task Force. As part of his task force duties, he assisted in undercover operations. On October 23, 2002, the task force was working with a confidential informant and self-described crack addict named Willie Pearl Horne.
