MEMORANDUM OPINION and ORDER

Introduction

This matter appears before the Court on a writ of review of a decision, by respondent Public Employees Relations Board (The Board), dismissing petitioner Aileen Ross' (Ross) appeal of her termination from employment. The issues presented are:(1) Whether The Board failed to act within its statutory authority by not meeting or rendering its decision within the prescribed time limits?;
