The defendant appeals from the district court’s judgment, 577 F.Supp. 1361, in favor of the plaintiffs. We affirm.
I. Facts.
Between Dec. 29, 1976, and Jan. 14,1977, the plaintiffs, Robert and Gevodia Bell, asked the defendant, James O’Leary, to obtain flood insurance on their behalf. O’Leary is an insurance broker. O’Leary filled out an application for insurance on the Bells’ mobile home which was located in an unincorporated area of Lincoln County, Missouri.
