Thomas A. Phelps (Phelps) and the Town of East Greenwich (East Greenwich) appeal from the Superior Court’s grant of summary judgment in favor of the State of Rhode Island (state) and Anthony J. Silva (Silva). 1 Phelps and East Greenwich (collectively, defendants) ask this Court to give its imprimatur to an arrangement struck between East Greenwich and the City of Providence (Providence) allowing Phelps to be trained at the Providence Police Training Academy (Providence academy).
