CAFFEY, District Judge.

I am now ready to deal with the question as to the admissibility of Exhibit 1132 for Identification, which has been so fully argued by counsel.

The exhibit consists of four papers: a letter purporting to have been written by the Assistant to the Attorney General, without naming any addressee; two memoranda by Special Assistants to the Attorney General; and what has been referred to as the 1926 Benham report, which appears at pages 1 to 85, with numerous exhibits thereto.
