This consolidated appeal arises from the dismissal for failure to state a cause of- action of two suits brought by plaintiffs as individuals and as class representatives challenging the validity of a regulation of defendant, Illinois Department of Public Aid, which prohibits the granting of public assistance to pretrial detainees in the Cook County Jail.
