Two people were killed and several others were injured when the Baltimore Police Department (“BPD”) responded to an “active shooter” 1 situation outside a nightclub in Baltimore City. We are first asked to determine whether the Police Department, the Club, and an adjoining parking lot’s owner and operator may be liable for actions prior to the shooting. For a variety of reasons described below, we affirm the trial court’s rulings in favor of those appellees.
