The Independent Review Board (“IRB”) of the International Brotherhood of Teamsters (“IBT”) submitted Application 131 concerning disciplinary action taken against Don Hahs (“Hahs”), former National President of the Brotherhood of Locomotive Engineers and Trainmen (“BLET”), a division of the IBT’s Rail Conference.
