This civil action is an appeal by the plaintiff-appellant (hereinafter called the plaintiff) pursuant to 18 Virgin Islands Code § 801(f) from the refusal of the defendant-respondent (hereinafter called the defendant), Henrita Todman, as Supervisor of Elections, to grant a hearing to the plaintiff where they could show that a petition purporting to register the Democratic Party of the Virgin Islands, was filed by the Virgin Islands Unity-Democratic Party for the purpose of registering that party under the name of the Democratic Party of the Virgin Islands.
